Sioux Falls and Aberdeen Receive Share of ATP Grants

BIL ATP Terminals

October 24, 2024, the FAA announced a list of airport projects set to receive a portion of $970 million in fiscal year 2025 (FY25) discretionary grants under the Airport Terminal Program (ATP), established by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law.

The agency plans to fund 128 projects across 125 airports, with a focus on terminal reconstruction, development, accessibility enhancements, energy efficiency improvements, and upgrades to airport-owned air traffic control towers, among other initiatives.

Through the ATP, the FAA is distributing approximately $5 billion to airports over five years via discretionary, competitive grants for eligible terminal projects. In July, the FAA issued a Notice of Funding Opportunity (NOFO) explaining the application process for FY25, with nearly $1 billion in funding available. This round attracted 575 applications totaling $8.1 billion in requests. Over the program’s four fiscal years, the FAA has awarded more than $3.9 billion in ATP grants, with an additional $1 billion set for release in FY26, the program’s final year.

Aberdeen Regional Airport (ABR) received $800,000 to replace terminal windows with new energy efficient glass. Aging HVAC air handling units will also be replaced.

Sioux Falls Regional Airport (FSD) is advancing its terminal expansion plans, with an $8 million grant awarded for Phase 1 of the project. Ultimately, the expansion will add 42,000 square feet, including five new gates, restrooms, and expanded holdrooms to better serve current demand and anticipated enplanement growth.
